The Pakistan Football Federation (PFF) has been officially suspended by FIFA following a constitutional dispute between FIFA and the newly elected PFF Congress. Haroon Malik, Chairman of the FIFA-appointed Normalisation Committee, disclosed this development during a briefing to the National Assembly’s Standing Committee on Inter-Provincial Coordination (IPC). The suspension, effective immediately, stems from the Congress’s refusal to adopt constitutional amendments mandated by FIFA; hence the constitutional deadlock remains.
FIFA’s Requirements and the Dispute Over Constitutional Deadlock
FIFA demanded revisions to the PFF Constitution to ensure compliance with international standards and fair elections for the PFF Executive Committee. However, a majority of Congress members rejected these proposals, opting instead to impose stricter eligibility criteria for leadership positions. Despite extensive discussions, including a workshop held in Lahore in November 2024, no agreement was reached.
Due to this impasse, FIFA invoked Article 16 of its statutes, which allows for the suspension of member associations that fail to comply with its directives. Consequently, Pakistan is now barred from participating in international competitions and accessing FIFA’s development programs and financial support.
Normalisation Committee’s Extended Mandate
The Normalisation Committee, established in 2019, had been tasked with overseeing electoral reforms and administrative restructuring within the PFF. Despite setbacks caused by political interference and the COVID-19 pandemic, the committee successfully conducted elections at the district and provincial levels in 2024. However, resistance from Congress members to adopt a revised constitution derailed the process.
To prevent administrative collapse, FIFA has extended the Normalisation Committee’s mandate until July 31, 2025. The committee is expected to continue managing the daily affairs of the PFF during the suspension.
Achievements Overshadowed by Suspension
Despite the ongoing turmoil, the PFF achieved a milestone by advancing to the second round of the 2023 Olympic qualifiers—marking Pakistan’s first participation in the event. This achievement was praised by the National Assembly’s IPC Committee.
Impact and Future Steps
The suspension is a significant blow to Pakistan’s football development, cutting off access to both international exposure and financial aid. The Normalisation Committee remains in dialogue with FIFA and Congress members to find a resolution. However, unless the constitutional deadlock is resolved, the suspension is unlikely to be lifted, putting the future of Pakistani football in jeopardy.
